Since the game was inherently created to scale in the new architecture we adopted, more people just means more "content" or opponents for players. The changes we expected to do were also, more or less, a part as we only shelved "Free to Waagh" and when we were going to implement it, the design didn‘t fit anymore.
It would have created what you saw in faction-specific campaigns: an endless flood of Orks, and all matches against Orks, even the same class all of them. That would ruin it for other factions, as well as those that want to play Orks and paid for it.
Sure, it sounds romantic, and a proper Waaagh, but it‘s just not practical nor fun. That‘s not saying that we'll never do something akin to that, but for now we have far better systems in place to create that without having necessarily part of our business model.
